On Thursday 25 November 2021, experts from the Organisation for Economic Co-operation and Development (OECD) presented the results of a study on integration policies to Luxembourg's Minister of Family Affairs, Integration and the Greater Region, Corinne Cahen, amongst others.

The study was a part of review of the integration law of 16 December 2008 and aimed to rethink and redesign the policy of living together at the national level.

Iceland has tested a higher proportion of its population than any other country.
One in eight of the population has been tested, including those with no symptoms.
The head of the OECD says increased testing is crucial for lifting COVID-19 lockdowns.
Iceland, Luxembourg and Estonia have tested more of their populations for coronavirus than any other countries, according to data from the Organization for Economic Co-operation and Development (OECD).

Iceland’s testing rate of almost 135 per 1,000 people is partly down to a public private partnership, which involves a pharmaceutical company conducting tests on people with and without COVID-19 symptoms.

SECURITYMADEIN.LU is pleased and honored to represent the Grand-Duchy of Luxembourg in the construction of the future guidelines of the OECD on cybersecurity. This is an important milestone in the country’s history that had benefited from the international organization’s publications in the development of its own strategy.

The OECD has been involved in the digital security sector since the early 1990s as part of its mission to promote policies that will improve the economic and social well-being of people around the world.

In 2002, the publication of the “OECD Guidelines for the Security of Information Systems and Networks: Towards a Culture of Security” was one of the main inspiration of the Luxembourg government to create a national culture of cybersecurity. The “cyberworld awareness and security enhancement services”, CASES, was created in response of these guidelines and to meet the needs of the growing digital economy. In line with the government’s strategy, this state-supported organization quickly developed the MONARC project, a risk assessment tool made available to private and public organizations.

From 2002 to 2015, the cybersecurity culture of the Grand-Duchy flourished and has been integrated into the national economic and social strategy. The first notable mention in the government program was officially made in 2009. It took only three years to develop the first National Cybersecurity Strategy, followed by two consolidated versions in 2015 and 2018. This trend also led to the creation of different entities such as BEE SECURE in 2008 and “Security made in Lëtzebuerg” (SMILE) in 2010.

All of these initiatives aim to implement the OECD guidelines at the national level. This resulted in a strategic alignment with the latest  OECD recommendations on “Risk Management for Economic and Social Prosperity” published in 2015. This close correlation of vision was further confirmed at the presentation in 2017 of the report “Supporting an effective cyber insurance market”, which provided G7 countries with guidance for the development of this market. It was also a topical issue in the Luxembourg insurance sector which was discussed at the event organized by the Chambre des Métiers in the framework of the Cybersecurity Week Luxembourg 2018.

Bildung, Bildung, Bildung – Kaum etwas bestimmt den Werdegang so sehr, wie dieses Thema. Frei nach dem Motto «Sag mir, wie gebildet du bist, und ich sage dir, was aus dir werden kann». Die OECD (Organisation für wirtschaftliche Zusammenarbeit und Entwicklung) setzt sich in ihrem neusten Bericht «Bildung auf einen Blick 2018» mit eben diesem Thema und seinen vielfältigen Indikatoren auseinander – und zieht für Luxemburg in einigen Bereichen eine positive Bilanz.

Das Schuljahr für die ISL-Schüler ist gestartet
Allen voran gibt Luxemburg an zwei Stellen besonders viel Geld aus: bei den Lehrern und den Bildungsausgaben für Schüler. Im Vergleich mit anderen OECD-Ländern sind die Löhne für Lehrer in Luxemburg sogar Spitzenreiter, dicht gefolgt vom Nachbarn Deutschland. Mit den durchschnittlichen Jahresgehältern von umgerechnet 93.679 Euro in der Sekundarstufe II und Sekundarstufe I bis 83.524 Euro in der Grundschule liegt Luxemburg weit über dem OECD-Durchschnitt von 40.264 Euro(Sekundarstufe II), 37.538 Euro (Sekundarstufe I) und 35.550 Euro (Grundschule). Was die Gesamtausgaben pro Schüler anbelangt, fällt das Großherzogtum positiv auf: Am meisten Kosten verursachen darin Schulen und Lehrkräfte, aber auch Psychologen und Sozialarbeiter und Projekte in der Bildungsforschung selbst.

Wie das Bildungsministerium mitteilte, gibt das Großherzogtum 3,3 Prozent des Bruttoinlandsprodukts (BIP) für Bildung aus. In Zahlen gesprochen sind das pro Jahr etwa 17.256 Euro pro Grundschüler und circa 17.771 Euro pro Sekundarschüler.

Les salariés du Luxembourg semblent bien lotis. Le salaire annuel moyen, qui s’établit à 62 636 dollars (50 769 euros), est plus élevé au Grand-Duché que dans les 34 autres pays membres de l’Organisation pour la coopération et le développement économique (OCDE), selon une étude se basant sur les derniers chiffres, datant de 2016.

Luxembourg has one of the highest rates of school resits across Europe and basic skills in subjects such as mathematics, science and reading among 15-year-olds are below the European average, it has been revealed.

The results of the European Commission's latest education and training report and the 2017 OECD economic survey, presented on Friday, found four main areas where education in Luxembourg is thriving and areas where the sector needs to improve.

At 54.6%, the percentage of people in Luxembourg gaining a further education qualification is higher than the EU average of 39.1%. A total of 89% of those with such qualifications have a job and 16.8% continue to improve on their skills through lifelong learning courses – topping the EU average of 10.8%. A majority of 96.6% of young children access early years education.

But school drop-outs have been steadily increasing since 2009, the European Commission's policy officer at the directorate general for education and culture, Livia Ruszthy, explained, and has now reached 13.5% – above the European average of 10.7%.

Die Luxemburger Lehrer haben in der OECD-Bildungsstudie für das Jahr 2017 einmal mehr eine besondere Erwähnung gefunden. "Sie sind relativ jung", schreiben die Statistiker der Organisation für wirtschaftliche Zusammenarbeit und Entwicklung. "17 Prozent von ihnen sind unter 30, nur 21 Prozent älter als 50 Jahre.” Das sei im europäischen Vergleich sehr niedrig.

Die Autoren der Studie haben auch einen Grund dafür ausgemacht: “Die Ursache könnte sein, dass die Lehrer in Luxemburg vom Beginn ihrer Karriere an gut bezahlt werden.” Denn: In Luxemburg bekommen die Lehrer das höchste Anfangsgehalt von allen OECD-Ländern: 68.348 Dollar pro Jahr. Das ist mehr als das Doppelte als in den 22 EU-Ländern, die OECD-Mitglieder sind. Und die Gehälter bleiben auch im Verlauf der Karriere hoch.

Einstiegsgehalt: 79.312 Dollar

Auf dem Level der Sekundarschulen sind die Gehaltsunterschiede zwischen den Luxemburger Paukern und ihren Kollegen in den anderen OECD-Staaten noch größer. Hier beträgt das Einstiegsgehalt satte 79.312 Dollar. Der OECD-Durchschnitt für den oberen Sekundarunterricht: 33.681 Dollar.

The U.S. isn't at the top of the list

With a new law barring work e-mail after hours, the French have honored a truth long recognized by economists: working longer hours doesn’t necessarily result in increased productivity. Mexico—the least productive of the 38 countries listed in 2015 data from the Organization for Economic Cooperation and Development (OECD)—has the world’s longest average work week at 41.2 hours (including full-time and part-time workers). At the other end of the spectrum, Luxembourg, the most productive country, has an average workweek of just 29 hours.

The United States ranks fifth, according to the OECD, contributing $68.30 to the country’s GDP per hour worked, countering claims that Americans are the most productive workers in the world. America put in more hours—33.6 per week on average—than all four of the European countries with higher productivity rankings.

Le Grand-Duché gagne une place dans le classement 2020 de la compétitivité fiscale internationale des pays de l’OCDE publié par Tax Foundation.

4e en 2018, 6e en 2019, 5e en 2020: le Luxembourg conserve un rang élevé dans le classement biennal de la Tax Foundation derrière l’Estonie, la Lettonie, la Nouvelle-Zélande et la Suisse.

Ce classement vise à évaluer la compétitivité fiscale internationale des pays de l’OCDE en évaluant l’imposition des sociétés, des personnes physiques, de la consommation, de la propriété et des revenus à l’étranger.

Selon le récent rapport de l’OCDE sur l’éducation, les salaires des enseignants luxembourgeois restent de loin les plus généreux. C’est ici également que l’on dépense le plus d’argent par élève, alors que la part de PIB consacrée à l’enseignement est quasiment la plus faible.

Le récent rapport sur l’éducation –  «Regards sur l’éducation 2019»  – de l’Organisation de coopération et de développement économiques (OCDE), publié en milieu de semaine, a fait grincer pas mal de dents. Parce que, sur un document qui fait plus de 500 pages et traite de tous les aspects de l’éducation scolaire en comparant l’ensemble des pays de l’organisation, la plupart des commentaires se sont focalisés sur le salaire des profs.

Est-ce pour cette raison que le Luxembourg n’a pas fourni de données cette année? Le pays reste en tout cas absent de la plupart des graphiques, poussant la moyenne OCDE vers le bas.

Selon les données dont l’OCDE dispose, il n’y a évidemment pas photo. Parlant des États qui offrent les salaires les plus généreux, le rapport pointe des pays comme l’Allemagne, les Pays-Bas et le Canada. Des pays où les salaires statutaires annuels bruts sont au-dessus de 60.000 dollars (51.000 euros selon les conversions de l’OCDE pour respecter les parités de pouvoir d’achat).

Sans avoir les chiffres luxembourgeois de cette année, le rapport précise quand même que le Luxembourg est, lui, bien au-dessus de cela, à plus de 100.000 dollars.

It’s South Korea, according to the OECD’s assessment of the percentage of people between the ages of 25 and 34 who have completed tertiary education. Levels of higher education are becoming increasingly important as globalisation and technology reshape the needs of labour markets.

C’est avec les voix de la majorité gouvernementale et de l’ADR que le projet de loi sur la propriété intellectuelle a été voté ce jeudi à la Chambre. Le texte prévoit notamment le lien entre les revenus liés à un brevet et le pays où la recherche a été menée.

Comme la Belgique, l’Irlande et les Pays-Bas avant lui, le Luxembourg se trouve lui aussi désormais en conformité avec les règles «Beps» de l’OCDE en ce qui concerne son régime de propriété intellectuelle. Jeudi, les députés de la coalition gouvernementale DP-LSAP-Déi Gréng et ceux de l’ADR ont voté en faveur du nouveau régime d’IP Box. Les députés CSV, eux, se sont abstenus, alors que les députés Déi Lénk ont voté contre.

Rendue nécessaire en vertu de la lutte contre les exonérations fiscales, la nouvelle loi octroie un taux d’exemption de 80% sur les revenus liés aux brevets, aux produits pharmaceutiques ou aux droits d’auteur sur les logiciels. Sans oublier les «certificats d’obtention végétale», à savoir les variétés de plantes contrôlées par l’industrie semencière. Sont désormais exclus du périmètre de la loi les marques et noms de domaines.
